Preamble
The Ministry of Higher Education (MOHE) intends to disburse funds for Public Universities in accordance with a Funding Formula. The Funding Formula will focus on outcomes, national priorities and innovations in moving Universities in Malaysia towards becoming regional and global champions. The construct of the Funding Formula encourages higher return-on-investment whilst directly supporting the five-system aspirations outlined in the Malaysian Education Blueprint–Higher Education (MEB-HE); i.e. to increase access, quality, equity, unity and efficiency.
All universities will stand to benefit from the new Funding Formula regardless of university type, size, and age. Universities will also have a shared outcome-focused set of Headline Key Performance Indicators (KPIs) that is cascaded from the Minister, under-scoring a partnership between Universities and the Ministry. MOHE has instituted seven Headline KPIs for public universities as follows:

KPI 5.1 Students Attrition Rate
KPI 5.2 Intake Graduate-On-Time Rate (iGoT)
KPI 7.0 QS-WUR by Subjects
KPI 8.0 Number of International Students
To realize these objectives, a cascading process has been developed and approved by the University Top Management Committee (JKPU) during the 95th Meeting of JKPU No. 9/2017 on March 22, 2017. Accordingly, all Schools, Higher Institution Centers of Excellence (HiCoE), and Centers of Excellence (CoE) are requested to participate in ensuring USM Headline KPI targets are achieved.
